[+] The ChainCommon class has been added and it contains the balanceToCoins function, which converts data into coins and is a wrapper over the dap_chain_balance_to_coins function.

[+] The getTxByHash function has been added for the ChainNet class, in fact, this function is a wrapper for the dap_chain_net_get_tx_by_hash function and is engaged in obtaining a transaction by hash.

[-] Removed the previous changes in this file, as they were not relevant, since the cellframe-sdk was updated.

[*] An error has been fixed related to the fact that the signature of the function for adding the cli command to the cellframe-sdk has changed, and in order for the python-cellframe to build, I changed the wrapper function that is used to add the cli command.
