[*] CMakeLists.txt: was reconfigured for "NODE_CLI_TARGET" to use static
library "dap_app_cli" instead of obsolete files from "source/" folder

"dap_app_cli" instead of removed files (below)

[*] Fix. Connecting the submodule directory responsible for working with Python plugins. Moved out of the define SUPPORT_PYTHON_PLUGINS.

[+] Added link to submodule libdap-chain-plugins-python. And calling the init / deinit function of this submodule. Added support key -DSUPPORT_PYTHON_PLUGINS in the Cmake file for build with support for Python plugins.

Merging bugs-3117. Added building for ubuntu bionic support. Modified CMakeLists.txt to correct package name on-the-fly
