Features 2392 - logical completion

The module is brought to a certain logical conclusion within the framework of the Features #2392 task. Further work will be carried out as part of the Features #2466 task. Changed the Cmake file so that linked libraries are taken into account earlier (from the parent Cmake file)) The module can be individually initialized.
