[*] Fix. The mechanism for working with treshold has been redone and, in general, the dap_chain_plugins has been redone, taking into account changes in working with the list of loaded plugins and the list of manifests.

[*] Fix. The list of loaded plugins now also uses utlist instead of dap_list_t. A function has been added to check if all plugins from the list are arguments, which is an argument to the function.
