Features 2565 - Created base for libdap-client-python

Added wrapping for structures dap_client_stage, dap_client_stage_status. Also added functions of initialization, de-initialization of the module. The Client object has been added; it contains the dap_client _t structure, but far there are no functions wrapping for dap_client.

In this state library, you can use this library to completion the basis of libdap-chain-net wrapping.
