DapGetListNetworksCommand and DapGetWalletsInfoCommand respect the value of the reading_chains parameter. If this parameter is absent or equal to false, then the list of chains is filled with a hardcode.

Added a DapConfigReader class that reads parameters from cellframe-node.cfg.
