Port-12489

Port from hotfix-12489 branch implemented.

[*] Work has been completed to improve the global_db command:

1. The "global_db cells add" command has been removed.
2. Added line break for the value hex object value of the global_db read command.
3. Description of commands has been added to the global_db command help.
