[*] The config dereg to enable debug mode for esbocs consensus, consensus_debug, has been moved to the network config.
[*] Moved the reading of authorized_nodes_addrs from the network config to the chanes config.

dap-sdk:
[+] add dap_config_stream_addrs_parse func
