Bugfix 12474

[*] A nonce field has been added for token declaration and token update. Also processing of parmeters total_sign, datum_type_allowe, datum_type_blocked, tx_reciver_allowed, tx_reciver_blocked, tx_sender_allowed, tx_sender_blocked and creation of TSD sections now occurs during parsing of arguments, since this functionality should be available both for token declaration and updating.
