Hotfix 7501

Added to the dump output of the order of the exchanger, the output of the size of exchangeable currencies in coins. Also changed the status of the UNKNOWN order to OPEN. Fixed memory segmentation error.

Fixed drawing up a transaction for order execution. Now the validator's commission should be set correctly and the token ticker with change in fee has also been corrected.

Replaced code -12 with a text description of the error when accepting a transaction to the ledger.
