[*] fixed atom verify order: consesus was processed before hashes, which is ok for POA but bad for POS
[*] removed alot of unneeded consensus and hashes checks if atom already present (in events or in threshold)
[*] some logging refactoring which helps to understand what/'s going on when chains are building
