[+] Updated python-cellframe: Added hash calculation for anchors and decrees. The calculation of the datum hash has been redesigned, now it is calculated by the content. The calculation of the size of the anchor and decree datum when creating them and adding them to the mempool has also been fixed. Up version node to 5.2-99
