[*] Fixed cellframe-sdk: 'The dap_chain_net_id_from_str function has been moved out of the #if 0 defin. because it is not used in the SDK, except for one Unit test and a Python cellframe and that's it.' and python-cellframe: 'The wrapper of the dap_chain_net_id_from_str function has been redone, since it is moved outside the compilation in the SDK.' Raised node version to 5.1-255
