[*] Up version node to 5.1.127 and updated python-cellframe.

As part of the task, the following work was done on python-cellframe:

A wrapper for working with the dap_global_db_obj_t structure has been added. This is what the dap_chain_global_db_gr_load function returns. I also added the grLoad function.
