Port from hotfix-13774:

The utility now checks the wallet password when it is created.

Update dap-sdk

Added a function to check the correctness of the password.

Update cellframe-sdk

Checking the validity of the wallet password when creating it has been replaced by calling the dap_check_valid_password function. Also added a password when converting a wallet.
