Updated cellframe-sdk: Added function to get ledger return code by datum hash from block index.

Updated python-cellframe: Added functions for getting network from china. Also, functions have been added to get from the block index, the ledger return code for their datums and convert it to a string representation.

Up version node to 5.3-6.
